Solution: Outlook would only open in Safe Mode after the Updates Desember 8, 2015. When I removed KB3114409 Outlook opened as usual with all the Add-Ins and in Normal Mode.
Control Panel > All Control Panel Items > Programs and Features >
The View Installed Uploads (on the upper left) and there it is, just waiting to be uninstalled.

Microsoft releases an automatic update which puts Outlook in safe mode for users that are on an Exchange server. WTF!

Microsoft discontinues the purchase of Office 2013 so you need to install Office 2016, OK. Outlook 2016 will not connect to Exchange Server 2010. WTF!
